Director of Strategic Sourcing & Procurement
SUMMARY/JOB PURPOSE:
The Director will be the Category Leader for the category assigned to them within the Strategic Sourcing and Procurement (SS&P) department. This individual will be the key point of contact for their category and will be responsible for providing strategic leadership, operational oversight, and administrative/HR management for direct reports and extended leadership for indirect reports.
We are seeking an experienced and highly motivated individual to oversee our Research Category, which includes Discovery and Biotherapeutics outsourced activities, Lab Supply consumables and Lab Equipment, including sourcing and order support of Capex.
SS&P Category Management and Sourcing team is responsible to manage strategic approach to procurement and ensure informed sourcing decisions to overall optimize spend, maximize relationships, minimize risk & enable business objectives. The Director will serve a pivotal leadership role to form strong partnerships with business leaders and to provide team guidance and operational oversight to develop and maintain category sourcing strategies which leverage the company’s growing purchasing power to drive greater efficiencies, economies of scale, and strategic relationships as we seek to become a global, multi-product oncology company.
SS&P department manages outsourcing leveraging a category-based approach. Categories are established based on consolidation of like-services and areas of spend spanning Exelixis enterprise from: Discovery, Development, General and Administrative, Information Technology, Commercial, etc. For each category, there will be a Category Manager assigned which reports to the Category Leader.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Support the Sr. Director to ensure Exelixis’ company, Exelixis Business Owners’ projects, and SS&P’s department goals and objectives can be successfully achieved year-over-year with strategic, preferred, and transactional vendors through implementation of comprehensive, sustainable, diversified, and de-risked outsourcing strategies, tactics, and operations.
- Leads team of direct reports, distributes project assignments based on expertise and bandwidth, and oversees project results.
- Support the Sr. Director in providing strategic leadership and operational oversight of assigned Categories daily operations, activities, and deliverables, including but not limited to:
- Category strategy development, market intelligence research; vendor evaluation (RFIs and RFPs) and selection process, including facilitation of vendor capability presentations, software demonstrations, bid defense meetings, and vendor award notifications;
- Vendor negotiation and contracting process, including scopes of work, budgets, and payment schedules and out of scope management; PO initiation, revision (increases, decreases), and close-out; contract and budget lifecycle support for change order management and oversight;
- Train vendor on invoice submission expectations and support query resolution as needed;
- Vendor financial reconciliation and contract close-out;
- Collaboration with the business to support appropriate vendor partnership model or vendor governance, including to help enforce contract terms & conditions, support relationship management to grow and consolidate services, issue escalation or continuous improvements with budget and contracting impact perspective;
- Negotiate vendor rate cards, volume discounts, bundled discounts, performance-based financial bonuses/penalties, cost-saving measures, and cost-avoidance measures;
- Collaborate with Financial Planning & Analysis to support internal monthly vendor financial accruals, internal quarterly vendor financial forecasts, and internal quarterly vendor financial reporting.
- Ensure team provides business units guidance, expertise, and support throughout the lifecycle of working with an external vendor.
- Strategic Sourcing & Procurement team is responsible for developing a clear understanding, analyzing, and reporting of vendor spend + implementing spend management approaches into sourcing, contract development and procure-to-pay processes. Collaborate with SS&P leadership, Financial Planning & Analysis (FP&A) and SS&P Procurement Analytics team to develop framework for analytics, reporting and spend visibility.
- Partner with FP&A and Accounting to ensure framework and approach for team to support vendor accrual and forecasting process.
- To optimize spend, minimize risk & enable business objectives, Strategic Sourcing & Procurement team is responsible to help maximize vendor relationships.
- Contribute to key Vendor Partner Relationships (Vendor governance and business reviews), in alignment to agreed-upon approach with the business to build, maintain, and grow business relationships with current and prospective vendors through honesty, integrity, and trust.
- Represent SS&P senior leadership via attendance and engagement at joint Exelixis/Vendor governance meetings, as required.
- Collaborate with business and vendor partnership leaders as appropriate to triage, resolve, and/or escalate vendor relationship, performance, quality, and/or other issues received from SS&P Category Leaders, Exelixis Business Owners, and/or vendors.
- Support development and operationalization of SS&P role and responsibilities in the Legal Contract Lifecycle Management (CLM) system and end-to-end workflow to take on low-risk contract negotiation and execution.
- Work with team to ensure SS&P -facilitated contracts are clearly written, correctly formatted, sufficiently detailed, accurate, precise, complete, high-quality, timely, de-risked for Exelixis, fair and reasonable for Exelixis and Vendors, and consistent with SS&P-approved standards.
- Liaise, partner, and collaborate with SS&P Operations and Systems teams to innovate, scale & enable team infrastructure, continuous improvements, training, management and/or leadership initiatives.
- Support and Lead when directed key initiatives as needed.
- Other duties and responsibilities, as assigned.
SUPERVISORY RESPONSIBILITIES:
- Will directly supervise 1-4 Associate Director or Senior Manager/Manager/Associate Manager level reports.
- Supervises staff, including hiring, scheduling, and assigning work, reviewing performance, and
- recommends salary increases, promotions, transfers, demotions, or terminations.
- Direct supervisory and management responsibilities include but are not limited to the following:
- Department/Functional: Delegate work assignments; monitor workload capacity; monitor work deliverables; and monitor training needs.
- Administrative/HR: Facilitate hiring, promotion, demotion, transfer, performance review, performance management, and performance calibration processes; provide merit, bonus, and equity recommendations to department head; facilitate career development plans; approve paid time off requests.
- Will also manage others through subordinate supervisors. Indirect supervisory and management responsibilities include but are not limited to the following:
- Provide strategic leadership and operational oversight of assigned Category Managers’ daily operations, activities, and deliverables.
EDUCATION/EXPERIENCE/KNOWLEDGE & SKILLS:
Education:
- Bachelor’s degree in related discipline + thirteen (13) years of related experience; or,
- Master’s degree in related discipline + eleven (11) years of related experience; or,
- Doctoral degree in related discipline + eight (8) years of related experience; or,
- Equivalent combination of education/training and experience.
Experience:
- Experience in the pharmaceutical and/or biotechnology industry(ies) required.
- Experience in pharmaceutical and/or biotechnology R&D outsourcing, purchasing, supplier relationship management and/or procurement role(s) required.
- Minimum of seven (7) years of supervisory/management experience required.
Knowledge/Skills:
- Must have in-depth, thorough knowledge of outsourcing concepts, methodologies, standards, processes, operations, negotiations, best practices, models, markets, services, risks, and trends. As applicable to designated categories of responsibility, experience should be within pharmaceutical and/or biotechnology industry.
- Must have in-depth knowledge of outsourcing financial processes and operations, including but not limited to budgeting, accruals, forecasting, financial analyses, financial reporting, capital expenditures, invoicing, payment terms, purchase requisitions/purchase orders, importation/exportation fees, taxes, currency exchange rates, and inflation. As applicable to designated categories of responsibility, experience should be within pharmaceutical and/or biotechnology industry.
- Must have in-depth knowledge of contracts, including but not limited to legal terms and conditions (e.g., legal decisions vs. business decisions) and contract exhibits (e.g., scopes of work, budgets, payment schedules, quality agreements, data privacy addendums). As applicable to designated categories of responsibility, experience should be within pharmaceutical and/or biotechnology industry.
- As applicable to designated categories of responsibility, must have in-depth knowledge of pharmaceutical and/or biotechnology industry regulations (e.g., FDA, MHRA, EMA, ICH GCP).
- Must have in-depth knowledge of financial regulations (e.g., Sarbanes-Oxley Act, GAAP).
- Must be a self-starter, fast learner, strong collaborator, strong team player, and strong supervisor/people manager with ability to work independently with minimal supervision.
- Must have strong strategic thinking, analytical, negotiation, financial, problem-solving, decision-making, time management, change management, and organizational skills with demonstrated ability to work in a fast-paced environment and adapt to changing business plans and priorities.
- Must have strong leadership, interpersonal, verbal, and written communication skills, including confidence and ability to provide clear and concise verbal and written communications and facilitate presentations to Exelixis’ and vendors’ individual contributors, functional managers, department heads, senior executives, and C-suite executives.

- Must have strong computer skills, including advanced knowledge of Microsoft Outlook, Word, Excel, and PowerPoint, as well as ability to quickly learn new software systems.
- Experience with Ariba, SAP, Agiloft or similar contract lifecycle management system, Jira Service Management preferred.

Our compensation reflects the cost of labor across several U.S. geographic markets, and we pay differently based on those defined markets. The base pay range for this position is $178,500 - $256,000 annually. The base pay range may take into account the candidate’s geographic region, which will adjust the pay depending on the specific work location. The base pay offered will take into account the candidate’s geographic region, job-related knowledge, skills, experience and internal equity, among other factors.In addition to the base salary, as part of our Total Rewards program, Exelixis offers comprehensive employee benefits package, including a 401k plan with generous company contributions, group medical, dental and vision coverage, life and disability insurance, and flexible spending accounts.
